RfC: Are the tables of speeches encyclopedic content?

- No, and I think the policy as explained in Wikipedia:What Wikipedia is not is clearly applicable in this case such that an RfC is probably unnecessary. I would say you or another editor have solid grounds to be bold and remove most (if not all; I am unfamiliar with the content itself) of them from the article, barring coverage of any given speech as particularly noteworthy/salient. - No - this article should not include comprehensive lists of speeches the subject has made. The speeches are one, of many, sub-topics that are relevant to the subject and as such they should be developed in sections, to summarize the key points to give a concise overview. If the sub-topic is notable, in its own right, a separate article or list may be appropriate, and there you can extend the details more fully. See Wikipedia:Summary style; paying particular attention to: §§ Article size, Levels of detail, and Non-notable topics and relocating material.
